GIP-81: Add community management multisig back to Governance Council

Summary

The Community management multisig referenced in the prior GIP-80 actually continues to serve a useful role. This proposal adds it back to the Governance Council and it makes it a 6-of-12 multisig instead of 6-of-11.

Motivation

The community management multisig provides a streamlined mechanism for handling approved community operations, including manager compensation and marketing/community vendor payments. Removing as the prior proposal suggested would add overhead and disrupt established workflows.

Specification and Requirements

  • The community management multisig will be added back to the Governance Council.
  • The Governance Council will now be 6-of-12 instead of 6-of-11.

Benefits

  • Maintains continuity of community operations and avoids unnecessary disruptions.
  • Increases resilience with a broader signer set.

Downside

  • Potentiallu slightly less security in terms of % of Council member approvals requiried to make changes.

Voting

  • “Yes” - Community management multisig is added back to Governance Council
  • “No” - No change to Governance Council

I will vote “Yes” because it improves flexibility without compromising governance
